EARLY CONSULTATION NOTICE CONCERNING THE FOLLOWING TWO CONTRACTS UNDER THE WARDIP PROJECT:

• Works contract for the construction missing sections to disseminate the capacities provided by the new submarine cable and interconnection, via the backbone network, with the existing submarine cable and with the countries of the region

• Supply contract for equipment for the national backbone

1. PROJECT NAME:

Digital Transformation Project for Africa / Regional Digital Integration Project in West Africa (WARDIP)

2. PROJECT PURPOSE: 

Promote the implementation of Mauritania's digital transformation strategy, which aims to develop Internet and broadband penetration, digital financial services, and online public services (e-Government).

3. INTRODUCTION:

The Ministry of Digital Transformation and Administration Modernization (MTNMA), with financing from the World Bank, is issuing a notice for an Early Market Engagement (EME) under the WARDIP Project to build and commission a set of high-speed fiber optic links across the territory of  the Islamic Republic of Mauritania, in particular to extend the existing national backbone.

4. CONSULTATION OBJECTIVES

The objectives of this Early Market Engagement notice are as follows:

• Assess the interest of market players in the contracts presented under point 5 below.

• Gather feedback on technical requirements, potential challenges, and opportunities related to the implementation of the contracts.

• Identify suppliers, integrators, developers, and private sector technical partners likely to participate in the contracts.

• Optimize the technical, operational, and contractual structuring of the two contracts prior to the possible launch of the tenders.

Accordingly, this notice is addressed to potential bidders for the two public contracts concerned, namely companies specilized in the design and construction of electronic communications infrastructure, on the one hand, and equipment manufacturers in the electronic communications sector, on the other.

The consultation will take the form of an information meeting with the companies that have expressed interest in the two public contracts concerned, in order to collect their views and ensure the quality, relevance, and sustainability of the proposed technical solutions.

5. PROJECT OVERVIEW

As part of the WARDIP Project, the Mauritanian government intends to launch two separate tenders, respectively for the award of a works contract and a supply contract, based on the following two components: 

1. Tender Document for Works:

Purpose: Construction works of missing sections to distribute the capacities provided by the new submarine cable and interconnection, via the backbone network, with the existing submarine cable and with the countries of the region.

Brief description: This Tender Document covers the supply, installation, and work relating to passive equipment:

 o  Civil engineering (trenches, ducts, chambers, etc.);

 o  Pulling and connecting optical cables and accessories (cables, connection boxes, ODFs, etc.).

 o  Shelters and street cabinets (metallic structures, supports, foundations, external earthing and internal cabling, cable trays for optical cable, etc.)

 o  The supply of fiber optic cables for the backbone, loops, and distribution networks is covered by this Tender Document.

2. Tender Document for Supplies

Subject: Acquisition of equipment for the national backbone

Brief description

This Tender Document covers the supply, installation, acceptance testing, etc. of:

 o  Active transmission equipment (WDM, IP, supervision, etc.);

 o  Shelter and cabinet environment equipment (power, air conditioning, security, generators, solar workshop, batteries, internal cabling, etc.).

     The scope of these two complementary Tender Documents includes:

● The deployment of a buried backbone network;

● The use of 24 pairs of optical fibers on SOMELEC links and their connection to the backbone;

● The deployment of technical sites (shelters and street cabinets);

● The deployment of active equipment in the newly created sites and in SDIN’s existing sites (concerning both preserved sites and those relocated into a new shelter);

● Civil engineering work for connecting operator antennas along the route of the deployed buried backbone network and along the route of the SOMELEC network.

Execution deadlines:

Works contract: 24 months

Supply contract for the national backbone equipment: 24 months

6. IDENTIFIED RISKS

Particular attention should be paid to ensuring that the two planned tenders comply with:

(i) all applicable laws and regulations of the Government of Mauritania relating to the environment, health, and safety;

(ii) all measures and requirements set out in the Environmental and Social Impact Assessment (ESIA);

(iii) the Environmental and Social Management Plan (ESMP).

7. PARTICIPATION MODALITIES

Participants must be stakeholders in the electronic communications infrastructure construction sector and equipment manufacturing for this sector.

All information shared will be treated as strictly confidential and used exclusively for market analysis, technical planning, and design optimization of the Project described in this notice.
